			<p>A recently elected RTD Director has announced that:</p>
<p>The most <a href="https://bsky.app/profile/theurbaneist.bsky.social/post/3ljnzng77yk2f" target="_blank" rel="noopener">comically NIMBY</a> thing I have ever seen from Save Belmar Park right here in Colorado. &#8220;Don&#8217;t build more housing because really <strong>people are preferring to live as &#8216;vehicle-dwelling cultural creatives&#8217; instead of working hard</strong> to be able to pay Colorado rents.&#8221; <a href="https://savebelmarpark.com/living-in-a-vehicle/" target="_blank" rel="noopener">savebelmarpark.com/living-in-a-&#8230;</a></p>
<p>Please notice he includes a direct quotation from SaveBelmarPark.com as indicated by the double-quotes he included.</p>
<p><strong>Yet the quotation he cites is fictitious and does not exist other than in the mind of this sarcastic RTD director.</strong>  Yet he would have the public believe it came from SaveBelmarPark.com.  There is a word for that.</p>
<p>Back in the day, I actually remember another RTD Director who even served as the RTD Chair.  This Director was known for leading group bicycle rides under the auspices of the Denver Bicycle Touring Club through various parts of the RTD territory including Cherry Creek State Park.  If you frequented the bicycle trails in the Denver area, you might have encountered this RTD Director and his wife riding their tandem bike.</p>
<p>These group rides he led were a fun thing to do and encouraged human-powered transportation.  Those were the days.</p>
<p>It is sad and unfortunate that RTD leadership has devolved to such an extent.</p>
<p>RTD Director Larsen wrongly suggests that the SaveBelmarPark website advocates for not building more housing.   However, SaveBelmarPark.com even advocates for a building design improvement that would make housing <a href="https://savebelmarpark.com/housing-affordability/" target="_blank" rel="noopener">more affordable HERE.</a></p>
<p>Yet, it is clear from the homepage that the site primarily advocates for a wildlife buffer area at one address in Lakewood and also for a <a href="https://chng.it/qhxFRLWQvw" target="_blank" rel="noopener">buffer zone amendment to Lakewood’s zoning code.</a></p>
<p><strong>Mr. Larsen also suggests that people who happen to live in vehicles do so ‘instead of working hard’.  He is implying if you live in a vehicle, you are lazy.  And he seems to think that is comical.  He then links to this <a href="https://savebelmarpark.com/living-in-a-vehicle/" target="_blank" rel="noopener">posting at SaveBelmarPark.com</a> that profiles three individuals who live in vehicles.</strong></p>
<p>The three people profiled include a man who attended and completed an entire nursing school program while living in his vehicle!  He is now a licensed Registered Nurse who still lives in his vehicle and has over 300,000 subscribers to his YouTube channel!</p>
<p>Mr. Larsen apparently thinks this Registered Nurse is lazy and not working hard enough.  Licensed RNs are lazy?   Seriously?  Does anyone have a problem with that?</p>
<p>A woman who lives in a Subaru Forester full time is also profiled.  This woman is a practicing attorney in the State of California!  <a href="https://www.elizabethpottsweinstein.com/" target="_blank" rel="noopener">Here is her legal services website!</a></p>
<p>But she is also apparently not working hard enough for our demanding RTD Director.  So he is also mocking and laughing at her.</p>
<p>The third person profiled was forced to move out of her apartment and into a vehicle due to the high cost of rent in New Jersey.</p>
<p>She describes herself as a: “Vanlife traveler who survived the horrors of the foster care system, is on a long term mission to open a Non-Profit benefiting other survivors, people and companions.”</p>
<p>Yet this person also does not work hard enough in the view of RTD Director Larsen.</p>
<p>And the reason this RTD Director brought this up is because it is so, so funny. ‘The most comically NIMBY thing he has ever seen…’</p>
<p>While this RTD Director is busy laughing at and disparaging vehicle-dwellers, there may be those who live in his RTD territory who avoid RTD rides due to concerns about crime, drugs, personal safety, facilities cleanliness, fare costs, ride frequency, timeliness and route accessibility.</p>
<p>And nobody is laughing about THAT!  Maybe it is RTD Director Larsen who is not working hard enough?</p>
<p>We have to wonder if Mr. Larsen is part of the consortium of special interests who are threatened by the fact that so many people prioritize parks, open space and wildlife over unaffordable luxury housing.  And maybe even over bus rides.</p>
<p>Yes, even over bus rides.  Some people who live in vehicles avail themselves of the gig economy such as Uber Eats delivery or other gig delivery jobs.  Guess what?  They don’t do that via public transportation.  Would you want take-out delivered that came via an RTD bus ride?  NOW we’re laughing.</p>
<p>BTW &#8211; I have nothing against riding the bus.  I have personally ridden coast-to-coast from California to New York city six times on the bus &#8211; three round trips.</p>
<p>Folks, if you prioritize parks, open space and wildlife over unaffordable luxury housing, please be alert to how widespread the dark forces are that want to smack you down.</p>
<p>We’ve already seen it from city council and the state legislature.  Now even the RTD board is involved in the attempted smack down.</p>
<p>They may have the money but they do not have the public’s support.  That’s why they have to rely on misinformation, innuendo, disparagement, special interest legislation, etc.</p>

			<p>Here is more of the cloudy history from the strange Book of Belmar.  This has come to light due to the attention to detail provided by Kairoi’s excellent attorneys at the Brownstein law firm in their court filing with Jefferson County District Court.</p>
<p>&nbsp;</p>

<p>The developer plans to build at least 411 apartments at 777 S Yarrow within the red square on the left.</p>
<p>An additional 650-800 apartments are planned within the rectangle on the right at 777 S Wadsworth.</p>
<p>How will they construct so many units at 777 S Wadsworth?</p>
<p><strong>By building TWO 12-STORY TOWERS.</strong></p>
<p>Two key points to consider.</p>
<p>1)  <strong>Kairoi always planned to develop BOTH Irongate parcels.  Namely, 777 S Yarrow Street and 777 S Wadsworth Blvd shown above.</strong></p>
<p>This point is established by numerous statements in <a href="https://savebelmarpark.com/download/Lawsuitforinjunctiverelief.pdf" target="_blank" rel="noopener">the legal brief</a> filed on behalf of the developer including that Kairoi submitted a formal letter of intent to purchase both properties way back on October 9, 2020.</p>
<p>The two parcels are conveniently located directly across the street from each other and are both part of the Irongate office complex as shown on the map above.</p>
<p>Yet incredibly, the developer has succeeded in excluding the S Wadsworth location from consideration by the public or Lakewood’s Planning Department or Lakewood’s Planning Commission or Lakewood’s City Council or the Colorado Department of Transportation!  Wow!</p>
<p>On December 2, 2020, both the seller and Kairoi signed a letter of intent for Kairoi to purchase the <strong>TWO</strong> properties.</p>
<p>Lakewood was also in the loop even back then. On December 14, 2020, the City of Lakewood provided a formal zoning verification to Kairoi for the two properties.</p>
<p>In addition to the 777 S Yarrow location, as per page 6 of the court filing, Kairoi has always planned to construct <strong>multiple 12-story towers on the S Wadsworth site</strong> with 650-800 total housing units at that location.  There has been no change to that plan.</p>
<p>And since they are only proposing 411 units at the S Yarrow address, the majority of the units Kairoi plans to build at Irongate are not yet included in their major site plan or TRAFFIC STUDY since <strong>650-800 units so far have been excluded</strong>.</p>
<p>Those 650-800 excluded units are over half of the project and Kairoi has succeeded in keeping that fact quiet.  Nobody is talking about that elephant in the room.</p>
<p>So let’s move on to the second key point.</p>
<p>2)  <strong>Kairoi has NEVER included the 777 S Wadsworth site in traffic planning.</strong></p>
<p>Kimley-Horn prepared <a href="https://savebelmarpark.com/download/APPROVED%20TRAFFIC%20STUDY.pdf" target="_blank" rel="noopener">the traffic study</a> which is dated July 2021.</p>
<p>The very first sentence of that traffic study states the project is  “to be located on the northwest corner of the Ohio Avenue and Yarrow Street intersection in Lakewood, Colorado.”</p>
<p>In other words, at the S Yarrow location.  The S Wadsworth location located just across the street was excluded from the Kimley-Horn traffic study even though Kairoi’s own attorney’s have stated to the court that Kairoi has always intended to develop both sites.</p>
<p>Even though 777 S Wadsworth is only a 15 second walk from 777 S Yarrow!</p>
<p><strong>Summary </strong>&#8211; Kairoi has always planned to develop both Irongate locations but has not included any impacts of the 650-800 housing units planned at S Wadsworth including traffic impacts.  Those 650-800 units are the majority of the project but are currently excluded by Lakewood Planning from any planning considerations!</p>
<p><strong>Corrollary</strong>: Lakewood Planning has also known since 2020 that the developer planned to develop both parcels but has allowed the developer to exclude the majority of the planned units including traffic impacts and everything else.</p>
<p>Why would that matter?  Won’t Kairoi eventually have to include the impacts of the 800 units and the two S Wadsworth 12-story towers?  Let’s hope so.</p>
<p>However, by evaluating traffic impacts in two separate phases instead of requiring all known traffic impacts to be evaluated together in Phase 1, the Colorado Department of Transportation (CDOT) may possibly omit some intersection or roadway improvement requirements that might otherwise be specified if full disclosure of traffic impacts were required by Lakewood.</p>
<p>EXAMPLE &#8211; Just imagine you are a big rig truck driver and you encounter a weigh station.  Maybe you know you are over the weight limit.  What if you could say to the scale operator, ‘Let’s just weigh half the load and then I will drive around the block and come back so you can weigh the other half.’   That way, you could be over the weight limit but would not trigger a violation at the weigh station because the full load would never be weighed.</p>
<p>That is exactly what is happening with the Kairoi project.  They are not being required to ‘weigh in’ with the full impact of their entire Irongate project.</p>
<p>This is important because if CDOT does not know about the full traffic impacts and therefore does not require an otherwise necessary highway improvement, the developer does not have to pay for it.</p>
<p>And traffic flow, traffic delays, safety, etc. may all be worse as a result.</p>
<p>And if improvements are ever made in the future by CDOT to address any issues that were concealed by never providing to CDOT full disclosure of the entire project scope, the developer may never be required to pay their fair share.</p>
<p><strong>The 20% Rule</strong></p>
<p>CDOT has a 20% rule.</p>
<p>As long as your project does not increase traffic impacts by 20% or more, you do not have to pay for any highway improvements.</p>
<p><strong>Pro-Tip:</strong>  When you are allowed to break up a huge project into smaller phases, the smaller phases may not break the CDOT 20% rule even though the full project scope may break the 20% rule.</p>
<p>And if your total project does break the 20% rule but you do not to tell CDOT about the full scope of your project, the taxpayers may end up footing the entire bill for future infrastructure improvements to intersections or roadways.</p>
<p>When you are allowed to break up your project into multiple phases without ever having to disclose the full 100% of traffic impacts, that is potentially an enormous freebie to the developer.  It could even be worth $$ millions of dollars of cost avoidance by a developer.  But we may never know how much money, if any, Kairoi saves since Lakewood is allowing the developer to exclude the majority of the traffic impacts from the Phase 1 traffic study.</p>
<p>As a result, the taxpayers may have to pay for any omitted highway improvements if the developer is allowed to skip out on the tab.</p>
<p><strong>South Wadsworth is a state highway and it will be impacted by building up to 800 units at Irongate that are totally excluded from the Phase 1 traffic study. </strong></p>
<p>The traffic study admits the impact at West Ohio Avenue will break the 20% rule but the study assumes that will not be the case at West Virginia Avenue.</p>
<p>However, considering the full impact with triple the number of housing units will be 300% more than the study assumed, W Virginia Avenue could easily break the 20% rule.</p>
<p>And paying for any upgrades to the larger W Virginia Ave intersection could be expensive.  So there is certainly a financial incentive to avoid that potential cost.</p>
<p><strong>It gets worse.  Developers are no longer required to provide parking!</strong></p>
<p>As of June 30, 2025, Colorado’s <a href="https://leg.colorado.gov/bills/hb24-1304" target="_blank" rel="noopener">new parking law</a> kicks in that frees developers from the requirement to provide parking for multifamily projects!</p>
<p>Add that up. 411 units plus 800 units equals over 1,200 apartments with no need to provide any additional parking!</p>
<p>The average household in Lakewood has 2.0 vehicles.  That could mean 2,400 vehicles from the proposed Irongate/Kairoi apartment buildings with no place to park.</p>
<p>In fact, there could be less parking than there is today since both locations currently have parking lots.  Those existing parking lots would no longer be required.</p>
<p>Under the new law, a developer can no longer be required to provide parking for multifamily projects.</p>
<p>Why was such a law passed?  Because developers asked for it.</p>
<p>Nobody seems to know why Lakewood allows a developer to exclude critical data as far as traffic planning.  But the developer is probably applauding the excellent royal red carpet treatment they receive from city hall.</p>
<p>Unlike lowly citizens who have been threatened with police action for applauding thoughtful public comments at a city council meeting.</p>
<p>And you wonder if Lakewood has a love affair with developers?  Will anyone ever investigate what is going on?</p>
<p>Clearly, Lakewood urgently needs city council candidates who are willing to represent the best interests of voters and of Lakewood’s future. If you know qualified people who could do better than some who are now on council, please encourage them to run for city council.</p>

<p>What does transit crime have to do with the proposed Belmar Park West multifamily project at 777 S Yarrow St?  Because to support projects like BPW, we are all supposed to embrace the use of public transportation and give up the use and ability to park private vehicles owned for business, trade or personal use.</p>
<p>We are supposed to run with open arms to public transportation facilities that feature <a href="https://www.denverpost.com/2024/03/15/rtd-elevators-crime-riders-pilot-project/" target="_blank" rel="noopener">rampant drug use</a>, public urination and other illegal activities.</p>
<p>Yes, the RTD transit system is a scary unsafe system according to the <a href="https://www.denverpost.com/2025/03/14/rtd-riders-call-help-police-security-transit-surveillance/" target="_blank" rel="noopener">Denver Post reporting</a> of <strong>thousands of calls for help each month from riders</strong> who sound the alert on a range of safety concerns and emergencies.</p>
<p>We&#8217;ve already documented the shortage of over 800 parking spaces just at BPW and the growing parking crisis throughout Lakewood.  We&#8217;ve even captured photographic evidence of vehicles using a traffic lane as a parking area in Lakewood!</p>
<p>Now the Colorado legislature, to show their love and devotion to developers, is poised to <a href="https://leg.colorado.gov/bills/hb24-1304" target="_blank" rel="noopener">outlaw parking space minimum requirements</a> state-wide via the most extreme legislation of its type in the country!</p>
<p>We are all supposed to give up private vehicles and ride public transit in order to support this massive give-away to property developers.</p>
<p>We are told that if we are not ready to do that, how can we expect wealthy developers and their partners in the city planning industry to ever produce affordable housing in this country?</p>

<p>Developers want to get rid of parking because it is not seen as a money-maker. They would prefer to build housing with little or no parking. So the fix is in with city planners and social media shills who secretly represent developers to trick everyone into thinking they can just substitute public transit and as a result, get rid of their private vehicles.</p>
<p>They claim requiring adequate parking makes housing unaffordable.</p>
<p>What will developers want to get rid of next?  Indoor plumbing?  Windows?  Building codes?  Who knows?  But the same argument can be used for almost any housing element.</p>
<p>Because retail sales are typically seasonal, shopping center parking lots are often sized for peak season needs. During the off-peak portion of the year, there is sometimes a surplus of parking spaces and developers photograph those empty spaces and send the photos to the Denver Post and other outlets for publication.  This creates the perception that shills love to pump up on social media that we do not need parking for housing, medical facilties, etc.  They love to mention there is a bus stop within &#8216;just&#8217; 1 or 2 blocks or so.  I&#8217;ve even seen them refer to a bus stop as a &#8216;transit center&#8217; on social media.</p>
<p>Example: Have you ever had a medical emergency and needed Urgent Care/ER and then found out you needed emergency brain surgery that day?  We have.  Riding public transit and doing multiple bus transfers to get to the ER would not have been a good option.  Arriving at the ER with no place to park a vehicle also would not have been a good option.  Calling an ambulance that has to no place to park to load a patient would not have been a great option. Luckily, we had a private vehicle for the quick trip to Urgent Care where the emergency was diagnosed.  Without a private vehicle and a guaranteed garage parking spot, this type of scenario could have been worse.</p>
<p>Colorado wants to take that away by eliminating all parking space requirements.  It would then be totally up to developers to decide what is best for you. Does anyone have a problem with that?  Have you seen places in Lakewood where allowing developers to call the shots resulted in parking issues?  Abrusci&#8217;s?  CFU?  The list goes on.  There is a long list we previously published from Lakewood&#8217;s own parking study.</p>
<p>It used to be that common sense prevailed during policy discussions.  Now the need to make a few people super wealthy at the expense of the many is too often the priority.</p>
<p>A central point of this post is to highlight that we do not have safe, reliable, cost effective public transportation as an option.  It is simply not available in Lakewood and metro Denver at the service level needed for most folks to get rid of their vehicles.</p>
<p>Let&#8217;s all please admit this fact &#8211; You would <strong>never</strong> use RTD for urgent/emergent medical transportation except as an absolute last resort.  But using a private vehicle, especially for Urgent Care transportation, is a solid option.</p>
<p>Next question &#8211; Can we please have a show of hands of all local property developers who use RTD as their main mode of transportation?</p>
<p>And what is RTD doing about this problem of rampant drug use, urination and other illegal behavior?  One strategy is that they plan to leave some elevator doors open &#8211; as a test.  That is easier said than done because elevator doors close for a reason &#8211; safety.</p>
<p>But if the number of complaints declines, they may leave some elevator doors open on a permanent basis.</p>
<p>RTD manager Debra Johnson stated: &#8220;“I am confident that this pilot program will provide customers with a greater sense of personal safety and security,”</p>

<p>Friends, it is a long way from leaving elevator doors open to having a safe, reliable, convenient, cost effective public transportation system that can replace private vehicles.</p>
<p>No matter how many social media shills developers hire to convince the public, let&#8217;s not pretend we already have such a system.  The problems including rampant crime, lack of bus and train operators, and ongoing facilities and equipment maintenance needs are overwhelming RTD.<div class="gap" style="line-height: 10px; height: 10px;"></div>
